Recurring CTDs in multiple places, sometimes random

Well my dear fellow Nexus users, here is a puzzle for you.

 

I have been experiencing multiple CTDs while playing, mostly in The Reach, and particularly when approaching Peryite's Shrine (It crashes before I can discover the map marker) as well as Arkngthamz, or when approaching Dushnikh Yal. There may very well be more, these are the ones I have found to be recurring.

 

Things I have ruled out:

-it is not anything to do with graphics (ctds occur when my VRAM is anywhere between 1200-2000MB; I have a 2GB max)

-it is not a mod issue, I tried a new game, disabling all mods

-it is not an issue with Dawnguard, which I've seen other people have, as I disabled that and the crashes still occur

 

I verified the integrity on Steam. I cleaned the save using Save Game Cleaner.

 

Any ideas? I haven't put my mods in here because I don't think they're relevant, same with my specs, but I can furnish them immediately should anyone think they may be relevant.

So I'm having the same crash at Peryte's shrine (also dosen't seem to be graphics)... has anyone find a solution.
