Can't get movable/collectible items to be static thru the creation kit

I'm using the scripts defautdisablehavokonload for both items and movable objects as well as defaultblockitemactivationonload. Under defaultdisablehavokonload I have havokonhit havokonactivate havokonzkey values as False by editing them, but not selecting the checkbox.

 

I also have created a collision box by clicking the cube labeled C at the top of the toolbar. I have a large amount of extra space covered in the collision box.

 

Upon load, objects remain collectible, movable, pushable, and react to weapon attacks. I can't push items back into the collision box but most of the items within collision boxes somehow push themselves out and end up all across the rooms I've made.

 

If I throw a grenade at a collision box, it makes its way inside though.

 

wtf am I doing wrong?

For future people that may have a similar problem, my solution was extremely simple. I stupidly did not think to enter my cell that I created with a character that has not yet been to my newly created area. Loading an earlier save instead of one actually at the location fixed the problem.
