God help me. this is what is wrong with mine through out everything. I am a super noob when it comes to tech but I've uninstalled and re installed 4 times and one through downloading on the internet. I'm positive my computer meets all the requirements.

I have this same exact problem. I can't even create my own character. Lowering the quality doesn't fix anything, and I'm having a hard time fixing it with the .ini files

What it seems like is the issue with mine is that the game is demanding all the RAM it can get from my system (I have 4 gigs) and thus is starving my integrated graphics from the RAM it needs to properly understand what the hell is going on. I guess there are other games out there that have fixes for this kind of thing. I guess all I can do is hope Bethesda will come out with some sort of patch to help out us brothers with integrated graphics.

Hmmm I think it's my video card not being what the game needs. I have Intel® 4 Series Express Chipset Family and I'm guessing Geforce or Radeon is required. I've updated everything. maybe they could come out with a patch to make this video card compatible cuz canyourunit.com said that my video card won't work for it but my video card has more than everything that the video card is supposed to give. I'm glad to know I'm not alone.

Not sure if this will fix your problem, but it's worth a try since it fixed mine. Under the advanced options I set my Grass Fade to 0, which entirely disabled grass but also eliminated the artifacts I was getting. The location of the setting is in the picture if your having trouble finding it.

After extensive exploration I still have artifacts, just not as many as I had before. Hopefully someone comes up with an actual solution. :S
