Holotape to toggle game settings?

Is it possible to toggle game settings via a custom holotape? I was looking over some other mods that have settings that can be toggled via a holotape and I didn't find much on game settings. I found one that altered a global setting but what I am after isn't in the global list.

 

I made a mod that turns off XP when crafting and using the workshop. Someone suggested to make the mod toggle via a holotape. I thought that would be kind of cool to do but in trying to figure this out I am stumped.

 

Example of mod that changes XP to zero for cooking.

 

fCookingExpBase 1.0000 changed to 0.0000

fCookingExpMax 10.0000 changed to 0.0000

 

From trying to learn this it looks like I need to be heading to Papyrus Fragment in a new Terminal but I am not sure if what I want to do is possible there.
