I'll keep this fairly short and attempt to summarize roughly 7 hours of heuristics in a few lines.

I've been attempting to add dialogue to several NPCs for a mod that I'm working on (guess that was obvious). All of the dialogue responses are vanilla responses, my NPCs have valid voicetypes, and their factions are set up properly for the dialogue to take place. In spite of this, the dialogue options refuse to appear.

My searches online only yielded the suggestion of generating an SEQ file, which did not resolve the issue.

Any help that could be provided would be much appreciated. Thank you in advance.

(If you need more details, let me know -- I can certainly provide them)

Have you tried saving your game in front of NPCs and then reloading it?

Have you tried leaving the cell and coming back in?

Have you tried starting new game?

Yes to all, several times over.

I've never used TES5Edit before and I've never had an issue with "dirty" mods. I'll try it, but I very highly doubt it'll yield different results.

When I had issues with NPCs not talking, I realized that, despite the voice type selected, there was no actual voice file associated with the dialogue. Maybe double check that?
