Power Armor mods not loading in NMM and game.

HI guys. Today I tried to get a couple PA mods (URL posted below). While the Midwestern Armor did load into NMM, The Spartan and T-49 Suits did not. I tried reinstalling but after that failed, I tried downloading manually. Regardless of how I installed the mods, they refused to show up in the game. Can you please offer some advice on what to do?
