So does leveling a skill have any effect to what ever it is supposed to be? and perks are just a bonus. or are perks the only thing you can do to effect your character. i understand that leveling your skills leads to leveling up. but is that it? like for example: If i level up the one-hand skill to level 100, will i do more damage then when it was level 15? or in order to get a damage increase i have to unlock the perks do get any change at all. and if leveling up without perks does anything, how does leveling up smithing or lockpicking help you? seems more like having to level up a skill is a way to balance out the fact you dont actaully have to use a skill to get a perk for it. so they make you have to use a skill so you cant just max out on a perk tree and not use it, because with out forcing you to use a skill to increase its effects from perks would feel like a messed up rpg.
