[SKYRIM] Trouble with intermittent lag spikes (mostly in exterior cells, but also interior cells)

At a quick glance and by no means a complete look at your load order:

 

Mods that contain scripts:

 

Immersive Armors/Weapons

Follower Commentary Overhaul

Better Vampires (Not sure if this is script heavy, it might be)

Run For Your Lives/When Vampires Attack (but these are done by Arthmoor the Bug Destroyer and is heavily supported so should be absolutely fine)

AmazingFollowerTweaks (Might have bad scripting practices, could not, something to look into)

MidasSkyrim (Has some complex script based spells that could bug out, or not)

Dovahkiin prayer.esp

Better Stealth AI for Followers.esp

Dragon Soul Relinquishment

Auto Unequip Ammo

 

Mods that are script heavy:

 

Dragon Combat Overhaul

RND (I use it, but can bug out, script heavy, a small offender)

Frostfall (I use it, but is script heavy, a small offender)

Convenient Horses

 

The above mods typically work fine on their own, but do weigh down the scripting process in the game.

 

Some mods that might be problems:

 

CivilWarOverhaul (Despite reports of it being stable, it is stable mostly through use of the debug commands with the in-game console... not my idea of stable, but to each their own)

BirdsofSkyrim (Was this on the dangerous mods list?)

Immersive NPC in the dark (Seems similar to Immersive NPC Detection, could contain bad scripting practices, cloaking scripts, save bloat, etc etc, worth a look into)

WondersOfWeather (Kind of like footprints, IIRC, script heavy, other issues possibly, worth a look into)

HitStop.esp (I never found it a good idea to add scripts to anything in combat, papyrus thinks slowly compared to the engine but has absolute no.1 priority, so the engine has 900 things to do and it can do them quickly, but it has to do a few other small things, or large things with scripts first with Papyrus before it can do any of those things it needs to do really fast in combat)

DeadlySpellImpacts (Decreases the space between decals by a lot, that means a lot more decals can be on screen and at a higher VRAM signature, could cause FPS slow downs in fights with lots of mages, you can fix this by removing the ESP but keeping the textures, without ENBboost it can also cause CTD's in these circumstances due to hitting the memory cap the engine has.)

 

Mods that are problems:

 

Footprints (One of those mods with lots of endorsements that can cause problems)

WetandCold (Same as footprints, it adds items to NPC's via scripts, which the engine considers to be the same as the player adding the item to that NPC, therefore that NPC is never unloaded from your save, this will build up with every NPC you meet just about, and there are a lot of NPCs, not every NPC in the game should be in your save file 100% of the time)

Birds - Pretty sure one of those birds mods has some script based problems, can't remember which one

Headtracking (aka Player Headtracking) (Constantly updates, bugs out a lot, no longer supported by author despite many problems, other bad stuff)

NPCsUseAmmoAllBows (Minor issue, eventually friendly NPC's who fight with you enough with bows, like guards, soldiers and so on, will run out of ammo and never get more)

Enhanced Blood Textures (Causes minor save game bloating, perfectly acceptable to some people, not me though, you can still use the loose textures and have no issues, do not use the ESP or the BSA if you find the save bloat unacceptable)

BFSEffect (Bloats your save at a low level, cloaking scripts applied to anyone you hit with an offensive spell, if they die they get cleared from your save, if they live they stay in your save forever, so friendly fire even one time on any NPC and they are in your save forever. The scripts are also active mostly during combat which I never was fond of due to how the engine handles scripts)

 

If you were wondering what the implications of Save Bloat are, anything from Script latency to CTD as the save file grows larger and larger (over 20 MB iirc do any problems potentially start).
