Another Character Race Problem

Ok, I figured out what I was doing wrong with my custom Nord race as far as Adding Ren's Hair and Elaborate Eyes, but now I have a new problem.

 

I switched to my new "race" (really it's just a Character Race, SO I can customize my character's textures) in game (using the "showRaceMenu" console command, I did it correctly, my skills didn't reset), and I was checking my characters active effects page. I discovered that my Nord Frost Immunity had disappeared. I checked my Powers and so had Woad and Nordic Frost.

 

I exited the game and went to the Construction set. I checked the Race Powers, and they were there. I tried removing them, and putting them back in manually, with no affect. The powers are still missing.

 

What did I do wrong this time?
