Ambient Sound Based Sneak Detection

I would like sneaking detection to be based on the locations of ambient sounds, for example a bandit would have a difficult time detecting a sneaker near a rumbling water fall. Broken Oar Grotto is a massive cavern, so sounds would be all over the place making it hard to hear where things are. Or if you're in snow the snow automatically muffles footprints. Say you're on the road sneaking some merchants they would go into defense mode if you sneak too close. This is a massive immersion thing.
