LE Sneak, Impossible to be detected

Hello,

I recently experienced a bug that I am having an exceptionally hard time fixing and have not found a solution for. My character is unable to sneak. As soon as I enter sneak mode every NPC within a 100 mile radius immediately detects me and knows exactly where I am.

So I was wondering if it's at all possible for a mod to be made that makes it so you can't be detected while sneaking.

I haven't seen one on the nexus.

No need for a mod enchanting is all you need make a necklace or some boots ect.. the higher your enchanting skills the better the enchantment aka stronger you can make gear good enough to sneak in daylight with little detection.
