Tending the flames (bug)

During the quest "tending the flames" at the "bards collage" at the point of "attend the burning of king olaf" viarmno set the effigy on fire then loops the animation breaking the quest along with around 70% of the towns population. A simple console command that solves this would be nice.

 

Have tryed:

doing another quest

reloading game

rolling back to a later save to re-trying

if anyone cant start the part of the quest that triggers where you attend the burning listen to what jorn says. if its a comment about a wedding taking place at the castle dour then you may be on the dark brotherhood quest bound until death. just finish the dark brotherhood quest then talk to jorn and you will have the option " the burning is on" or something like that. For some weird reason Elisif says nothing to Viarmo, he responds as if she and recites the verse. When he's done she says nothing and again Viarmo reacts as if she's spoken. When I try and speak to Viarmo he says, "Not now."

 

Any help would be appreciated.
