Loot table of weapon/armor/ores from enemies/merchants NOT SCALING TO

In Skyrim they made it so the items available on merchants, from weapons, apparel, and some misc (ores/ingots) SCALE TO THE CHARACTER LEVEL!

A low level character will talk to merchants all around the world and wont see them selling orcish, dwarven, elven, glass, ebony, daedra weapons/armor and the ingots/ores used to craft them.

A low level character will see mainly hide, fur, leather, iron, steel, and from time to time some banded/imperial steel, maybe once every 10 merchants restocks, the player might see some orcish weapons, while the leather/iron/steel stuff might get some enchants on it.

Stuff like elven could still be found above ground, but more rarelly. Dwarven, glass, ebony and daedra?! No way. People should only find these very rarely on dungeons, or from the rare ingots they managed to acquire at the top of the mountains, or below surface or had to really silver tongue it from a blacksmith, for a single ingot of ebony, for example.

Right now, in 2 days, without using any cheats or exploits, my character reached level 48, just explored Riverwood, Whiterun, Bleakfall barrows, Helgen, Fort Kneep, then Ivergard, High Hrothgard/Throat of the World and Geirmunds Hall and another Barrow near Ivengard, also found a stormcloak camp and an empire camp. 2 Days playing the game. Basically I sneaked everywhere I went, then I trapped a mudcrab in Riverwood between some tall rocks where he could not run away and used him to train my restoration skills, blocking, heavy armor, ilusion and so on. I legitimaly trained the character. Then I went and cut 5 thousand firewood logs and sold to the Mill owner for 25K gold. Now, everywhere I go, every blacksmith, vendor, trader sells me enchanted ebony, dwarven, glass, elven.

Thats because my character trained, became strong and the game world "adapted to me". No way the game world should adapt to me. If I go in an indiana jones adventure in a barrow (golden claw/sapphire claw so far), then if I find a glass sword encrusted in some rocks somewhere, then its ok. I earned it. But now, the Alvor, the first blacksmith, sells like 10 enchanted weapons/armor every restock. It raises questions like... how does he got his ores/ingot? How does he enchant stuff with max enchantments? I had to go to the top of throat of the world, through the mountain in a dangerous suicidal adventure to find a few ebony nodes. And every 10 days this blacksmith, the quartermaster of the stormcloak camp, the quartermaster of the empire camp, the blacksmith girl/general trader of whiterun seem to have infinite loads of rare ingots/ores and top enchanted/rare weapons/armor.

Is it really intended by the developers that when the player reaches around level 50 everything becomes common everywhere?

Its a huge gamebreaker now to go out of the path, into static parts of the world to explore and find rare mineral nodes, when I can simply buy rare ore/ingots from every vendor.

Its also a huge gamebreaker that even when I go into an old forgotten dwemer ruin filled with traps and sealed draugr and then I find a glass sword and its like "oh, just another glass weapon".

So, my request is for a mod that removes this link between CHARACTER LEVEL and RARITY. Because the world doesnt revolve around my character. All the coherence and realism is broken when "rares spawn into vendors". Also, items have "infinite durability", this removes demand, thus increasing the effect of the problem. The solution is to make it weapons/armor have durability, so it creates a point in having an extra glass/ebony or whatever you made/found.

Both go hand and hand.

So, 2 things: 1. it should be possible for a level 1 character on max difficulty level, go into any area of the game and might be lucky and find 1 in a 100 chance of finding a glass sword. But said glass sword should not eliminate his need for a weapon forever. it should last a few thousand slashes, but then eventually it should be taken to a forge and with some glass mats, be repaired. Both the mats and the item should not be easilly available. It should remain as one of the driving points for the infinite radiant quest system even after the player has explored all pre-scripted dungeons. Things like grand soul gems shouldnt be impossible to find at level 1 either.

2. Even if the player is level 50, this does not mean that every cranny has glass/ebony/dwarven items.

The rate of rarity of everything seems to be ok, except weapons/apparel/ingots/ore from loot tables and vendor stocks.

And no, I wont change the way I roleplay my character. He is aware the world is dangerous and he has to develop/delve deeper into the arcane arts by arduous training, sacrifice and repetition.
