My understanding is that once the player is mounted the speed of the mount is determined by the player's speed.And I think I did come across a value for the player speed somewhere. 2.) My limited examination of the Papyrus Scripts that I have seen causes me to believe that it could be easy to do extensive modifications of how objects function.
