There are workarounds however, such as Symbolic Links, also discussed here, Steam Tool and GameSave Manager. Check here as well. Pain in the ass I know. Can't remember why - it may have been to move existing game installs/data across too? So if Steam is managing the install then it'll default to the same location ... cool.
