help starting "Blood on ice" quest

I've looked all over trying to get this quest to start. I want to buy the house, but i can't do it with out this quest and it won't start.

before you post. KNOW THIS

 

-I've tried coming into the city at 2am..... like 50 times. no dice

-I've read that leaving, going somewhere else, and then come back and do this 4 times. i left and come back many times.

-I've done entire quest lines and it still won't trigger.

-I've broke into calixto (spelling? ) and took the butchers journal. nothing

-I've used console command to unlock the house of the second murder(same house as iIm trying to buy) there was nothing in the house no body or furniture(guessing doesn't show up until the quest starts)

 

if you know some console command that will set things into motion, let me know.

I'm having the same problem. The game guide says you have to leave Windhelm, go somewhere else, and then return four times before the quest will trigger. Then you travel to the graveyard at night. (Someone else said it had to be 2 a.m. ... not sure if that's true.) I've done that and I'm still not getting the quest. It sucks, because you can't buy a house in Windhelm without that quest, according to the guide. Edited November 17, 2011 by Snowsong

Personally, I left Windhelm a couple of times, and the 5th time I came back and walked by the cemetary I indeed saw this said guard & townsfolk and the quest just started for me by talking to the guard. No idea how late is was tho. :/

No problem! And yeah you should do that. I didn't, I "ended" the quest but now the whole house thingie is bugged. :( Hopefully for now.

I'm thinking it's just going to have to wait for 1.2 (i HOPE it's in 1.2). I'm having the same issues, been in and out of Windhelm countless times, i've gone and done whole other quest lines to pass more time, i've waited outside town for days, nothing. It just wont start for me.
