This is something that will require the toolkit, but I thought I'd get the idea out there: I'd like a return to the Morrowind style of faction quests. It seems in Skyrim all you have to do is bring someone a dead cat, and he'll make you the leader of his faction. The Companions share all their innermost secrets with you within an hour of joining them, and you somehow become archmage within a day or two of joining as a student. What I propose is a complete overhaul of faction quests. You get some menial work, but don't get proper, named quests until you satisfy a number of the radiant quests that are generated, and a pre-set level of skill. So, for instance, the Companions wouldn't share their darkest secrets with you by starting their questline proper until you had done a fair number of mundane jobs for them, and leveled say, One handed and block to a set skill. When you reach that, you'd be able to do the major faction quest, but only the first one. Then you'd have to do more of the radiant quests, and level some other skills up, say Two Handed. It'd go on like this so that when you become the boss of the faction, you're already at a decent level, with high end skills and a lot of investment and commitment in the faction already. You would, of course, always be able to ask someone which skills you need to train at in order to advance. A novice shouldn't become leader unless he has some experience: regardless of any destiny, fate, or "You look like you've got potential, son. How about becoming Emperor? Bring me a pie and I'll make it happen." I hope you like my idea. I wish I knew how to do it myself, and I'll try to teach myself the ropes when the kit comes out, but I'm sure someone far more talented than I could turn this into something awesome when the tools are available.
