Honeycone
Do you think Damage Resistance from Fallout 3, Damage Threshold from Fallout New Vegas or Damage Resistance from Fallout 4 is the best system? I'm leaning towards New Vegas having the best system for three reasons. First off, it's very easy to understand. If you do 15 damage and the enemy has 10 DT, you do 5 damage. Simple. It also gives very clear roles for different weapons. Weaker firing weapons are good against low armored foes, and strong single shot weapons are good against high armored foes (and that's not even involving the different ammo types). Finally, it feels like the most believable system. I won't say it's the most realistic, but it's (imo) the most believable one. There are two things that I don't like about the DR system in FO4. First of all, it's too damn complicated. The only thing I've understood is that a 100 shot against a 100 DR will do 50 damage. Secondly, it makes it feel like every weapon is suboptimal. You could argue that it makes every weapon viable, which is true, but it makes NO weapon great (unless against unarmored foes). Weapons have... lost their role? The thing about FO4 DR is that the initial climb is so darn high, you feel penalized for choosing high damage weapons. Because a high damage shot will lose more of its damage potential than a low damage shot. However, a low damage shot will lose more from a % standpoint. You see the problem? PS: Can people who prefer the FO4 system tell me why they do? Perhaps I'll be more happy with the system.
midtek
DR is a necessary treatment for the game design. In Fallout 4, weapon damages scale by perks over 200% so DT is not an option. The game is also tied into unlimited level cap, a chief reason why current perk system was adopted, unlike New Vegas. DT suits well for New Vegas, and Fallout 3(judging by TTW experience). It doesn't work in new direction at all so hard to say which one is better. Let alone that matter, Fallout 4 DR system seems work fine. This discussion sums up the formula. Low damage is significantly ineffective to higher DR so high-end weapon has great use. But at the same time low-end weapon is cost-effective against weaker targets just as you pointed out. It is plain design; just harder to calculate.

I use to flog those off or give them to a settler whenever I found them... but I'll think again when I find such loot. Don't know what it is about that weapon, but it always has a certain "feel" to it when fired that other hand guns just can't match... But since I am a fan of conventional weapons, I prefer fixing weapon values to make them useful.
