Well, buying the home in Windhelm is tied into the...well I forget the name of the quest, but theres a murder in the graveyard and thats related to the home you can buy there... Basically it's a random chance quest when you visit Windhelm's graveyard. You have to finish the quest line before you can buy the house. I've been waiting for hours and still haven't gotten the quest. I've been traveling across the world and back to see if it'd activate. Nope. Pissing me off... stupid random quests -_-;.
