Now listen carefully.....

 

1. You MUST have a 3D modeling program to start off with.

2. Make the hair you want to make.

3. Make sure you UV map it as well.

4. Vertex paint it, then export it as a Nif. You can get the plugins at sourceforge.net.

5. You need NifSkope, because you need to open the exported file, and copy it's mesh, and paste over a original hair mesh in the original Nif.

6. Make sure you get the AlphaProperty and VertexColorProperty, and throw them as children in the Properties tab. There's a Num Properties unit for it also. you would usually have 2 tabs in options. Make sure there are 4.

7. Parent the NiVertexColorProperty and the NiAlphaProperty into the Properties. Fill them into the None tabs.

8. If the mesh doesn't show at all, go to NiVertexColorProperty, and set the ignore tabs to VERT_MODE_SRC_AMB_DIF and LIGHT_MODE_EMI_AMB_DIF. Then it should work.

I'm afraid I cannot help you from this point. You'll need to find a 3D program for free, otherwise you're screwed.
