LE REQ: Spell cost mod

Hello,

 

I've been messing with CheatEngine, trying to build a trainer, and now my destruction and alteration spells cost 10,000-25,000 magic. I was wondering if it is possible to create a mod that would allow me to set how much each spell costs.
