Here is why: Vault-Tec was a PRE-WAR company. * In FO-3, the company is DEAD.* In FO-NV, again the company is DEAD. One cannot just "make" Vault 101 - 111 - 83 - and so on. Those Vaults would literally take DECADES to make, not to mention the BILLIONS OF DOLLARS, each. Honestly this one has me scratching my head in no small no small way. I actually think this would / should have been an Independent Game, with Quests and all: PRE-WAR. One of the goals is, you have to get it FINISHED, before Oct. 2077. I, personally feel, they are "pushing" the "Settlement" way too much and it's distracting from the game. I know there are some that "Love" the Settlement Management part of the game, but I know a lot more people that either, "hate it" - are "annoyed" with it or in some cases, only do those they "have to do", to get certain Quests and such "done." As one poster that I read, stated, and I agree: "They are turning Fallout into Sim City." and I have to agree. And personally I got Sim City, started to play the game and found I got bored and now it's in my Library, doing nothing.Bethesda isn't turning FO4 into Sim City. They simply tried something new because it made sense. They used the wasteland as a setting to let you build settlements and be creative in an fps game. What other game would give you the perfect scenario to try something like that? In a game where civilization has been destroyed, why not let the player rebuild it one settlement at a time? It definitely adds replay value to the game. The one thing they didn't do was give it meaning. They made the mistake of emphasizing it too much when it was completely optional and left too much story out of the game. Had they made the story ending dependent on the settlements you created, then so many people probably wouldn't be complaining. They'll learn from this, hopefully. I'll agree that building a vault doesn't make any sense in the story. But at this point there wasn't much of a story anyways so Bethesda's just giving you the creative tools to have some fun. With these vault building options I'm sure we'll see some pretty cool mods in the future that are vault related and lore friendly. Just give it some time. But I very highly doubt the upper management at Bethesda sat around in a meeting trying to come up with their next big idea and said" Hey! Because you can only replay quests so many times. But building settlements and modding guns especially with mods really is wonderful. And whether it makes sense with the lore of vaults does not matter to me. Building my own vault is fun. It is just the Fallout 2 RPG police that claims quests are more important. If Fallout 4 really were a game like Fallout 2, you would play it once or twice and be done with it in two weekends. But what the settlements did was to really allow me as a player to make a place my own. And that for me is a much deeper rpg experience than quests. PoliteRaider Posted July 17, 2016 Share Posted July 17, 2016 To be perfectly honest, I'm not very excited about this DLC but that's okay. Not everything's going to be everyone's cup of tea. Under normal circumstances I probably wouldn't buy this one, but I've got the season pass so I'll get to try it out. There are some positives. The quest looks like a bit of fun, I'm interested to see what the 'experiments' are about and it looks like a large build area to play around with which could be interesting. The settlement DLCs have been fun and all, I've certainly enjoyed them but they have made up most of the DLC so far. I'd have liked a slightly larger range of different sorts of DLC content but personally I'm not complaining about what we got. As it is, I'm perfectly happy with getting Far Harbour + Nuka World for the season pass, especially since I bought it early enough to get that last-minute change discount, and having these other mods as little extra bonuses to round out the bundle is a nice bit of icing on the cake.
