LE Customizing the Weather and Skybox

Not sure if that's the correct title to use but I always wanted to include a atmosphere that was inspired by Icecrown in WoW. (no its not a wow mod). The setting of it and the way the weather and sky looks is something that would fit well in a certain part of my mod. But how do I do that exactly? Would I need to do something Like a ENB or something in that sense or is there a entirely different means of doing it? Any help is appreciated.
