LE Novice Bound Weapons

I'm just saying, why should creating a battleaxe be an apprentice level spell, and a bow an adept level spell, while bound swords is a novice spell (other than the fact that, well, axes are bigger and bows need arrows). In fact, you can only buy the bound bow spell after you reach lvl 50 in Conjuration.

 

I really wanted to make a Quincy-ish (Those you watch/read Bleach should know) character, who uses magic arrows. But having to get Conjuration to lvl 50 first is annoying (and I REALLY don't want to use the console, since, personally, it would ruin the game).
