It still freezes for a split-second quite often, but it doesn't lock up (at least not yet). It isn't as smooth as Call of Duty 4. (I haven't even seen the framerate below 20 on that game!). Also, are you sure the name of the file is fallout3.ini? On mine it is fallout_default.ini... OH DANG IT! I went for fallout_default.ini in Program Files/Besthesda Softworks/Fallout 3/Data! When I take the mods off, it works fine. I think it's a bug in the mod; a buddy of mine is running an AGP video card, with an old AMD processor and a gig of ram on this with no mods and its more stable than mine! I will say that it is less buggy than it was. On another issue with Fallout; why does the game "jitter" (freeze for a moment) and then go about normal? I also have a video card benchmarking program called MSI Kombuster. When I run the program using D3D9, it does the same graphics "jitter" as it does in Fallout; when in run MSI Kombuster in GL3 mode, it doesn't do that at all.
