Need major load order help

I recently reinstalled the game, and mods due to a screw up on my part, and now I can not get my mods to work correctly. I did not think about saving my load order before uninstalling everything.

If I have all mods activated with a new game, I can not use the Sanctuary workshop due to an invisible enemy bug, and I have no clue as to why it is happening.

 

I do think they are working, but every time I change one thing, something else breaks, and I know loot does not do a good job of sorting mods right now.

Any help will be most welcome.

Okay, first of all dump NMM. It is okay for other games, but not great for Bethesda games. I use Mod Organizer, and it's a little more complex, but it keeps your data folder nice and clean. Second, go through and get rid of all of Homemaker, and Settlement Keywords. You will need some different things, but what I list below, as links, will work better. I would also run LOOT, it is an amazing tool, and will help with things. Homemaker is old, and hasn't been updated in a while, so it may have issues. Use it at your own risk. I do recommend at least checking out SSEX in place of it. Take a look at it on the nexus, first. If it has everything you want in Homemaker, use it. If not, then you may have to use something else, but it's all good, though.

I have been using http://www.nexusmods.com/fallout4/mods/12226/? Settlement Keywords Expanded as it works with Homemaker.

But i am sure that is not my problem. I might look at it, as long as it has Covenant's walls I might give it a try.

 

 

 

I have thought about using Mod Organizer. I have no Issues with NMM for Skyrim, but with FO4 it really sucks.

 

I am really regretting not exporting my load order, as everything was working fine. I really do not want to do another reinstall of the game, but I have no clue which mod isI causing the invisible enemy, as not one of them should. i only have one new mod. All the rest are from before my wipe, reinstall.

Dose Mod Organizer do a better job of knowing load order? Loot has no clue, as it does not put mods in the correct order. I do have one mod that must be near the bottom or it messes up, Weaponsmith Extended. Loot want to place it near the top of my order.

There is no automated program that can sort a load order perfectly. LOOT does a decent job, but will always have exceptions that have to be addressed manually. Mod Organizer is a mod management program (my favorite!). It does not sort your load order for you - you will either need to do it yourself or run LOOT's executable through it to sort your plugins. I like to run LOOT once after installing a large number of mods. I then hand sort certain plugins that are placed incorrectly per the mod author's instructions and also move mods that I want to overwrite other mods when conflicts occur.

Right now I have two problems with my load order. If I start a new game with all mods active, except a few that add holotapes as soon as the mod loads ( most do get removed by the game as soon as I get the pipboy).

I get an invisible enemy in Sanctuary which prevents me from using the workshop, and settlers will not join my settlements.

I tried both Sanctuary, and Red Rocket. I waited for a half hour at both. None ever show up.

 

I disable all mods except for those for Char creation, and everything is fine. No invisible enemy, and settlers like my settlements. It like I can not play the game with most of my mods, but had no issues with them before I had to reinstall the game.

 

 

The problem I have with LOOT is I know it places many of my mods in the wrong order.

This is totally asinine. After 4 days of checking every settlement mod I have it turns out to be the one mod I never considered to look at.

The Unofficial FO4 Patch. What ever they did, and not my load order, broke settlers.
