By default, the variant of a newly trained wolf or mutant hound will be based on the leveled lists. At a certain level, they will always be glowing. However, there's a major bug associated with the glowing types: they give off a small amount of radiation when you're close to them. If a settler gets too close to them and gets a dose of radiation, they go hostile and all the settlers start shooting the guard dog and continue until it's disabled. Then once it gets back up, they start shooting it again. It basically bugs up the whole settlement and the only way out is to kill the dog yourself.
