Transparent white screen appearing on startup.

I uninstalled an ENB and now a white screen will appear over the game during the initial loading and subsequent playing. Additionally the main menu image has a drop in image quality.

Edit: Reinstalled again. The main menu resolution issue is gone but the white screen persists. Even without mods.

 

SOLVED: It was an ini problem. Deleting the ini files from the save folder location fixed the problem.
