For me SkyrimPrefs were in 3 different places for I had tried also mod programs (Skyrim Mod Manager etc.). After I found and changed SkyrimPrefs in SKSE-folder (MyGames->Skyrim->SKSE), the data files become clickable. I spent maybe 5 hours total trying to fix this... Atleast I learned a bunch of stuff along the way =).

There is another thing that might be greying the data files; there might be a specific mod in your system that you have downloaded that is screwing the system. Temporarily remove all of your mods then add then one by one and see which one it is that is causing the problem. (If the data files are still greyed out after you remove all the mods; don't worry. It's just not recognising any mods so you might have to create a new character and save. Then start with your proccess).
