I'm quite sure this is no bug but an effect of limited view distance. Maybe someone will come up with a way to render waterfalls further in the distance. I must say it looks disturbingly awful the way it is now. Even changing the number of Ugrids to load in Skyrim ini doesn't completely solve the problem and just increases the demand put on the system. I've also observed static waterfalls in the distance that were actually missing the water at the base of them on occasion, it is unfortunately very ugly. Its possible the next update may fix it, however I think its more likely a modder will have to address this when the Creation Kit becomes available.
