Lifegiver health regen permanent?

So Ive been working on a perk overhaul mod here and one of my upcoming changes is to remove the health regen from lifegiver rank 3 and replace it with a larger health buff. Which I did, works fine too, unless you use a character who previously had the original version. It seems even if you forcibly remove the perk from the character, no matter what the health regen persists. Ive tried recycle actor, and scoured console commands for something that would remove the effect, but nothing works.

 

Obviously there's a possibility here that its just permanent and this change will only work for characters who start clean, but hoping someone more knowledgeable in the ways of status effects could tell me if there is a way to remove health regen from a individual character.

I finally figured it out, removing the perk via console in its vanilla state, will remove its effects correctly. Then add it back after modding.
