Stop Time without slowing PC movement

There's actually a Perk entry point for this, Modify Player Magic Slowdown, which if set to 1 will allow the player to move at full speed. So you need someone to make such a perk with an autorun quest to give it to the player.

All you need then is a spell that stops time. There are issues with this, but I believe these issues can be circumvented by including a script that casts a different version of the spell that makes time move at normal speed.

I'm busy at the moment, so hopefully someone else does these for you. If no one does in the next 3 days, I'll do it. :)

Bumping because I wanna see how that would turn out, sounds pretty interesting.

So I can't exactly stop time, but I can slow it by so much that it pretty much looks stopped.

If I make a spell book, where should I put it?

Nice to know you managed to remove the player slowing down, I thought it was speed related and didn't know about the perk entry point. Thanks.

Best to add it to a level list.
