Normal maps help

So I'm trying to create the normal maps but when they're applied in game they leave black/darker spots all over the character, some spots look absolutely fine I'm saving them as 8.8.8 rgb no mip maps, i've tried saving them almost every possibly way but no luck still black/dark spots on the skin.
