TSotP
ok. here's the thing. I have a Deadric Helmet of Peerless Destruction. When i look at it in the inventory it says that it gives me 25% cheaper spells. So i then equip the helmet and go into my active effects section in magic. and low and behold, my fortify destruction is only 12% this is the same for all enchantments. I am only getting half the value of the effect. Is it supposed to be like this, or am i missing something?

marharth
Enchantments become more effect as your enchantment skill goes up right? Try using the console to add the perks and set to to 100 just to see what happens. (save first of course then revert)
TSotP
unfortuantly, this isn't on things i've crafted. it's on everything i wear, even stuff i find (or give via the console)
Beriallord
Make sure you select a Grand/Black soul gem. Oh and you need enchanting 100, and it being perked out before you can get good bonuses. When you disenchant something you learn that enchantment type, not the particular number or % it gives. Arkune
I honestly never bother with the active effects menu (everyone in this game tells me I look sick...).But to boost my magic skills I crafted myself a few “XYZ magic cost reduced 25%” items. And once I equipped 4 all spells of the school where magicka free.So IMO it works as advertised.
TSotP
update: It does work as advised. i'm not sure how, but i managed to break that character. None of the enchantements, whether i had bought the magic item, or made it myself, were working correctly on her. But i started a new character and everything is fine. Thanks for the help though :)
