Complications of Underwater Combat

So I, like anyone who plays Skyrim, would love a mod that enables underwater combat. I am also aware that is isn't possible with the game engine (though supposedly some mods have had this ability to some extent).

As a person who doesn't know much about modding, hearing this as an explanation can get pretty frustrating. Is there anyone out there who can explain exactly what the problem is in laymen's terms?

And what about underwater spell casting like candlelight or underwater breathing?

I'm not asking for a fix here (unless someone miraculously has one that nobody knows about and has a sudden urge to share) just a simplified explanation that isn't so simplified it doesn't tell me anything.

Morrowind had underwater combat. You only could use certain weapons, spears was one of those.

Most spells, supposedly, according to lore, have a verbal component. That's why in Morrowind & Oblivion the "silence" spell cast on a spell caster would prevent them from casting spells. So you see, casting underwater spells would be counter to lore, as you can't talk underwater, not good enough for spellcasting IMO anyway.

That said, I have noticed that fire spells work on slaughterfish when underwater (they shouldn't IMO).

I have always wished that Skyrim had underwater combat like Morrowind, this is not a new thought, I'm sure there are lots of old threads desiring it (not saying your thread is obsolete or anything, after all I am debating it).

Not true. You could use any weapons or spells you wanted, though some spells would trigger weirdly under water. You can fight just as well with a shield and mace underwater as you do above it... Which frankly is incredibly stupid.

Anyway, the issue, as I understand it, stems from how the game recognises where a character is, and under what circumstances they are. It's similar to how it recognises when you're falling, or on solid ground. Under specific conditions, particular actions are enabled. You can't jump while falling, for instance. While swimming, attack commands are disabled, which isn't something you can easily mod away. In order to change it, you have to get into the base operations if the game and rewrite the actions for those conditions, something which isn't permitted in the Creation Kit.

Perhaps you are remembering a modded experience, or Oblivion? I specifically remember you couldn't use bludgeoning weapons, such as hammers/maces - makes sense. I thought maybe you also couldn't use long swords as well, but not sure about that. Can't remember about axes.

Not a real solution to your problem but you can cast a cloak spell before you go swimming if you want to burn/freeze/electrify the annoying slaughterfish that always seem to swarm you when you're least expecting it. If you're using mods such as Apocalypse Spells you can use Occato's Receital to have such a cloak spell auto cast on your when you get attacked underwater so you don't have to worry about preparing to fight off the fish.
