Blank oblivion.esm

I'm quite sure similar questions have been asked (and answered) before, but I failed to find those topics.

 

Does anyone know where I could find a .esm file that contains all objects, scripts, etc. from Oblivion but is cleared of any references? In other words, a .esm file with absolutely nothing that would show up ingame but has all the objects from Oblivion inside it. I presume the people working on a TC mod would have such a file - but is it available for download anywhere? I'm planning to make a sort of a TC mod but not *grand* and magnificent and huge like most other TC mods but on a much smaller scale - something I could actually finish (after I finish I might want to make it bigger - but I think there's no need of thinking bigger when I still have nothing). I know I could make it as a normal plugin and place a "dimensional door to my world" in the Imperial city but I prefer it to be completely separated from Cyrodiil and the Oblivion world. I might turn it to a team project in time but first I have to see if I have the necessary skill and willpower to work it to the end.

 

Long story short, where can I find such a .esm or is there a way of *easily* fabricating it myself?

To be honest, I haven't thought much about it yet. I presumed I'd be able to use the existing scripts from Oblivion. I am planning to solve problems in the order of their appearance - the first problem is the lack of the blank .esm I'm looking for.

 

You know that to be problematic or are you asking it just out of curiosity?

Quite a clever idea... But I'd rather have it my way. Not that your way would do anything that'd degrade mod's quality, but I like the feeling of having nothing else there, not being able to teleport back to Cyrodiil in any way and mostly the comfort of working in CS with only 100 cells instead of 100000000 that are already present in oblivion.esm.

 

Although, I am thankful for the idea. Something that simple would never have crossed my mind. :D
