Merging a .ESM file and a .ESP file

Is it possible through any tools currently available to merge a .ESM file and a .ESP file into a single .ESM file?

For example, say I had a file named mymod.esp. Is it possible to merge this mymod.esp file INTO Skyrim.esm so that mymod.esp's changes take effect within the core game, without having to enable any plugins via the Data Files menu?

One should never touch Skyrim.esm, why on earth would you even need to do that? You only need master files if you want to mod a mod, make plugins or whatever, and even then you would use your own .esm, not the originals. But yes, tools exist for that, not sure if they are working on the new files though. Edited by mazakala

If you don't mind copy-pasting the Record groups from one .esp to another or to an .esm by hand, TESsnip works fine, as long as there are no conflicts between the files.

ye thats what i tried

but say for example , the 2 esp files are like this:

would i cut/paste sub-records if they both contain the same group

like this:

or would i cut paste all the records like this:

The bottom one is correct. Copy a Record group from one .esp, paste it directly on to the Plugin (.esp) of the other. When you're done pasting, use the Sanitize function under the Spells drop-down menu to merge the separate Record groups. Then just highlight the plugin and save.

ye i do that, but then certain mods dont load up
