Requisitions Armory and Supply Drops

Basically, the thought would be that on certain eneemies (raiders and gunners, maybe synths) there would be a chance for them to have a lootable Requisition Form or something similar, that could be taken to a certain vendor, and traded in for some randomly given supplies, like ammo, meds, crafting components, or weapons. Maybe have ones from synths be rare, and give Institute items. Possibly be able to buy Supply Drop Beacons, which act like grenades and when thrown, after a few seconds a crate with some supplies lands.
