There was a great Dwemer airship mod for Oblivion. The author went to great pains to make it fit in with the lore, and there is precedent (load up Morrowind and visit the Dwemer museum if you've forgotten). The Sload are also known to use them. I'm sure that a couple of talented modders could get together and make this happen. Not right away, of course, but in a few months... maybe.

Actually, as far as an airship being lore friendly, there was one in Bloodmoon. They built based on Dwemer design and probably threw in some magic. Then again, it also crashed and killed everyone... but only because of a storm.

 

As far as lore goes it's more important to stick with the feel of it than to follow it like dogma. Airship -- sure, Spaceship -- no.

 

Ah, and you'll have to use an open-cities type mod if you want to do flying. The reason they took levitation out of the game in oblivion was because they put the cities in separate world-spaces. And it would certainly be no fun if the airships just teleported you like the carriages do now.

 

There's a lot of other Dwemer tech people could be using too; advanced ideas like using a GATE for a castle instead of hasty wooden barricades. Maybe we shouldn't be surprised they never figured out flight if they still haven't puzzled out the defensive capabilities of a door.

 

And crossbows might be a bit OP, you're right. Actually, as I recall, people in medieval England thought the crossbow was OP too, and there were attempts to ban it by the nobility; a crossbow takes much less skill/strength to use than a bow, so any schmuck with one could kill a knight, who were otherwise as strong as 10 foot-soldiers with their training and plate armor. But they also took a while to reload, so they'd be like little canons. Would go very well with a stealthy character for crazy sneak attacks. Actually, it would go so well you'd better make the bolts rare or expensive to balance that.
