Textures not loading correctly with 8GB GTX 1070

I'm using a mixture of vanilla, 2k and 4k textures mods. After some trimming, I'm running just shy of 220 plugins total with 329 active mods. My rig is MSI z97 mobo with i7 4950, 16GB ddr3 1600mhz cl 11 ram, evga superclocked GTX 1070 with 8GB vram.

 

The problem I am having is that the textures are loading slowly and inconsistently, if they end up loading to their actual resolution at all. Sometimes I'll have parts of the scene being rendered in perfect clarity at full resolution, while others will be blurry, low rez monstrosities. Meanwhile, my MSI Afterburner stats show that my system is barely being taxed at all. My vram rarely goes over 4GB out of the 8GB available, my system ram is just a hair above 8GB out of 16GB, so I have plenty of headroom. Any ideas?

I switched to Subtle ENB and the textures seem to be loading a bit more consistently, but still I get ugly blurring on some textures. Is this an engine issue? Is it struggling to purge the textures from one area to make room for where you are currently at, resulting in blurry textures?
