Imperial legion/Storm cloak necessary changes

It is a little unfair that an imperial soldier armed with only a one handed sword and light armor, has to deal with a hulking mad stormcloak soldier with greatswords and warhammers! To even the odds it would be more than fair to give every soldier a shield!

 

There was a complaint I read about in regards to the health of the "officers" (general, field legate, captain, officer) of the legion where as they would get their buts handed by anything stronger than a cockroach, surely an esteemed veteran of countless battles and who has earned their rank through loyalty and bloodshed be more competent than a 1 handed monkey when it comes to fighting. What they need is a serious buff to their health just like the stormcloak generals, because they suck too!

There's a thing called a difficulty setting, look into it.

I am starting to wonder why people are always repeating certain bost since

already made a post like this once in a topic like this one:

 

what is needed here is

Slight changes to the imperial equipment ala morrowind armors, but with thick clothes underneath

 

and a leveled leveling system... from F (Powerless Critter) to E (Citizen) to D (lowlevel Bandits and monsters) to C (Bandits and Guards (guards have slightly better equipment) to B (lieutenant guard), A (Masters, Generals) to S to X and XX ('extreme' bosses) (S and above are certain dungeon bosses (Monsters)

with lower levels monsters in masses but no loot, some mid level opponents with some loot mostly broken or damaged, to a few highlevel opponents and rare opponents of extreme difficulty

The Scales of the leveling system become bigger the higher you are leveled... at the beginning Generals are like level 10 and are always above you, until you reach Setting A) level 90 or Setting B) level 99, where they are on par with you.

Your own levels go up to level 99 and you gain more perks... every three levels + one additional perk, on level 99 + two additional perks... you can harmonize with magical veins in certain places of nature or in temples though meditation and clean your perktrees and stats (currently health, magicka and stamina) leaving you to level up once again... (for this you would probably need to mod the leveling system to not enforce leveling)
