To clarify Quetzlsacatanango's advice: for some unknown reason, New Vegas only handles EGM files correctly if they are in a BSA file. If you extract them from a BSA archive, they will be pretty much ignored. If you create a mod that adds new hairstyles or headgear and use the Conformulator to fit them to the head meshes with EGMs, you have to pack them into a BSA for the game to use them properly.
