Add armor dyes to main game vendors

I think it would be very nice to add armor dyes to some vendors in the base game, like those in Velen. Before new game plus, you're pretty much only getting them in Blood and Wine, and in NGP you have difficulty of finding some of the components to craft the dyes, not to mention the fact that some of the armors can get really outclassed fast if you don't have a scaling mod. I would do the mod myself if could get the modkit to work and actually be able to uncook any of the files.
