Cipscis Posted November 25, 2011 Share Posted November 25, 2011 They did, but their development version will have included licensed tools that will need to be stripped out before the tool is made publically available. I expect this is probably at least mostly complete by now, but patching the game probaby also requires patching the Creation Kit, so in a way it makes sense for them to wait until the patch is available so they won't need to patch the kit so soon after releasing it.
