Plug-and-Play Settlement Budget Mod

Simple,really; We've already had a mod that increased the settlement build budget,without requiring the player to use a console command,or an external program like Cheat Engine. However,to my knowledge,the mod author has since removed the mod from public consumption,likely due to the mod poaching that happened when console mods first launched.

 

What I want is,more or less,a mod that does exactly what that mod did. An .esp file that gives you more budget to build with; No console commands,no external programs. And I'd like it to be released for public download on the Nexus,for everyone to enjoy. I'm personally astonished that nobody thought to do this,yet; The vanilla budget is stifling,if you try to build well-defended perimeter walls,and visually appealing townships.

That one is for an "infinite" budget, i don't know if it's exactly what you wanted, but I have started using it recently.
