No Appearance Config on New Game

I just did a complete reinstall of Windows 10 and completed reinstalling and modding my Fallout 4. When I started a new game, everything was fine until I got to the new character creation section. The male SS says 'war never changes' and the female SS starts to say something but seems to be 'skipped' in that her dialogue stops abruptly. After that, I have the two of them standing them, but no appearance menus. My only option at this point is to leave the game. I have never experienced this and am hoping someone might have encountered this before. I am planning on doing the mod shuffle to see if I can find a single culprit, but I'm worried this might end up being a incompatibility between two mods. Anyways, here's my load list. I'm hoping someone has seen this before.
