Mouse Lag

Recently, and I mean just recently as of this last patch 7.12, I've begun to experience Mouse lag, not severe mouse lag mind you but about a 1 second delay in movement, it occurs only once the game has started, its both while aiming, while not aiming, while I"m in the Pip-boy, and while I'm in the esc menu. Yes I have turned off all the ini file things I should turn off. The game runs fine by the way, no stutter or lag on input from my clicks or buttons, its only the mouse movement.
