Mod to fix annoying slowdown after quickreflexes

So that's it. Can somebody fix the annoying slowdown after the use of the perk quick reflexes(Block)?

This happens sometimes and you have to wait quit a while to the game come back to normal.

edit 1: This happens sometimes with the shout Slow too...
