What's your FPS value? Script performance is frequently directly tied to FPS. So script lag can be caused when people try to use graphics settings that are too high for their hardware. You want a steady FPS as close to 60 as you can get it.

The only thing that stands out from the log is evidence you either have some poorly written mods or you've uninstalled some mods. There are multiple lines about missing scripts. Uninstalling mods can leave behind zombie script instances which do nothing but consume resources. If you're ever uninstalled a mod and continued playing with that character you either need to start a new character or use a save game cleaner like the one by Hadoram. Starting a new character is better, but the save cleaning can work to clean out most of the left-over problems of uninstalling mods.

I don't have the best computer ever im running skyrim on lowest settings with only textures on high and getting 20-30 fps outside 30-40 fps inside I don't have a nivida graphics card or anything like that so I usually run 30 fps for all games anyways the papyrus log files were from a new game save of 5-10 min of playing just so I could post it I only get script lag when im outside I know some of those mods may be script heavy but dont know exactly which ones I mean I know there are quite a few that use scripts but I just want to narrow it down to which ones are so demanding its making my other mods lag such as tk dodge and lock on.

At 30 FPS you'll have to avoid many of the scripted mods or mods that add significant numbers of NPCs or creatures. So ASIS increased spawns would be exactly the sort of thing to look for.

My old computer could also only run at 30-40 FPS at the best. I capped the speed at 30 FPS and was careful to make sure it never needed to drop below that for more than a few seconds at a time. A consistent 20 FPS outdoors simply isn't enough for the scripting system to be reliable unless you always walk from location to location. If you run you'll be loading too many cells and interacting with too many objects in a short period of time.

You may find that you need to change the fPostLoadUpdateTimeMS value in the Papyrus section of your Skyrim.ini file too. Changing the default of 500.0 to 1000.0 or even 2000.0 will add extra time to every load screen but it gives Papyrus that extra time to catch up on any back-log of activity every time you get a load screen. The real test to know if you need to raise the value is when you can watch mannequins wandering around or weapons starting on the floor then flying up to the weapon racks and plaques where they belong as you enter your house.

Thanks for the info my load time is already set at 2000 and my skyrim is optimized for performance the problem was asis increased spawns option after i removed it ive been having 0-1 sec script lag from 5-10 sec script lag its amazing how big of a impact that increased spawn option makes jesus christ im just glad i figured it out sooner so i didnt go uninstalling all my mods 1 by one you saved me alot of time if you havnt mentioned fps being tied to script lag i might never have thought of looking at that thanks you saved me alot of time :)

And one more important thing. That particular Papyrus setting is the only one you should change. Turn off logging and don't change any of the other settings if you want the best game performance. Logging takes resources and raising any of the other configuration variables usually decreases script performance, especially on lower-end computers.
