getting data in/out of oblivion durring gameplay

I have a specific question and I cannot find answer so far.

 

I want an external application to communicate with my oblivion mod during game play.

 

I understand there is no way to use for example a dll in a mod I make (right?), so I would at least like to make a mod that writes certain data(for example location of enemies at given second, their energy, player position etc.) to a file so external application can read it and in turn write to another file that my mod will read and change the game world accordingly.

 

Is that possible? Could anyone give me some hinds how to proceed?
